IMMIGRATION STATISTICS
For some years now, we have been keeping detailed tables of monthly movements of all travellers leaving or entering China via Lowu covering Chinese travellers without visas for Hong Kong and holders of Hong Kong re-entry visas and re-entry permits. The background to this table was explained in my letter of 17 August 1978 to Kim Sullivan. You may find it useful to have to hand the enclosed set of tables covering the period from January 1977 to September 1980. One additional explanatory point should be made: the figures given in column 1 for Chinese passport holders with visas for an onward destination only covers those given permission to land, i.e. it does not include those kept in detention pending onward travel or voluntary return to China.
2. I also enclose the daily table for 'green' permit holders for September shoving how many permits were one way and how many were valid for return. The figures in brackets indicate the number of permits issued (some also cover dependent children who are included in the full figures). We pass this table on a monthly basis to the NCNA.
3. You may also find it useful to have the enclosed table showing the top 6 counties in Guangdong who are a source of illegal immigrants. Fuller tables and maps are being prepared for the Governor's visit to Guangdong and we shall send these to you as soon as they are ready.
