Legal Immigrants

The legal stream of immigrants is composed of rather different sorts of people. They come generally in complete family groups and very often have family connections in Hong Kong. With their skills and educational background, their absorption would not present so great a problem, were it not for their sheer numbers. In response to representations by the Hong Kong Government, the volume has been brought down by the Chinese authorities from a daily peak of 310 in December 1978

This still represents to an average of 150 a day in 1980.

an addition of about 55,000 people a year.
