Who are the adjudicators?
They are independent persons appointed by the Governor. Most of them are serving lay assessors.
How will overstayers be affected?
Generally, overstayers from China will, at this stage, not be affected.
Will there be a search for those who entered illegally from other countries?
No special measures will be taken to detect these people.
Are employers obliged to inform the responsible authorities of details of employees they lay off -- possibly even before laying them off?

What exactly does the "reach base" policy mean? Until now if an illegal immigrant from China reached the residence of his relatives already living legally in Hong Kong he was permitted to remain. Illegal immigrants who had no relatives living in Hong Kong were considered to have reached base if they reached permanent accommodation. Otherwise illegal immigrants risked repatriation to China.
How is it envisaged the appeal proceedure will operate? Appeals may be submitted within 24 hours of a Removal Order being served. Those falling within the statutory grounds of appeal will be considered and determined
