The FCO has been consulted and advised of the new legislation. There is no need for any Parliamentary debate as it involves only Hong Kong legislation.
How many persons does the Immigration Department estimate will come forward to register? It is not possible to say precisely how many.
What is being done to control the flow of legal immigrants to Hong Kong?
Particularly when added to the number of illegal immigrants coming here, the question of legal immigration from China is also an important one. The Hong Kong Government has had regular contacts with the Chinese authorities. The numbers are still high. These contacts will continue and it is hoped to reduce further the number of immigrants coming to Hong Kong legally.

Over the last 20 months we have been trying to stop the influx of illegal immigration from China by stepping up our security forces along the border area and in the waters surrounding Hong Kong. The new security fence has been constructed along the border. Recently the areas where the carriage of ID cards was compulsory all were extended to cover virtually the whole of the New Territories.
