ILLEGAL IMMIGRATION FROM CHINA

1. Sir Murray MacLehose said that the new measures to return

illegal immigrants had got off to a good start. There had been

no objections and the arrest figures were down. The test would

come over the next few months as the new rules were implemented.

The Chinese were cooperating well.

Lord Carrington asked about illegal immigrants from Macao.

Sir M MacLehose said that very liberal criteria were applied. He anticipated no trouble over people either from Macao or from

other countries such as India.

3. Sir M MacLehose said that the Army were doing very well.

The Chinese had said that their own forces were relatively

weak in sea-borne preventive measures. Hong Kong were acquiring. new patrol boats to help over this. Lord Carrington asked about

the ban on employment of illegals. Sir M MacLehose said that

so far employers seemed to be cooperating.
