GOVERNOR OF HONG KONG : ILLEGAL IMMIGRATION FROM CHINA
1. Sir Murray MacLehose told me on the telephone this morning that he is thinking of recommending that the contingency plans for the return to China of illegal immigrations who have 'got to base' should be activated in the second half of August. He is concerned that the figures remain high; that Hong Kong will be affected by recession this autumn and that there may be some unemployment; and that public pressure for action is growing. He does not see any prospect of an improvement on the Chinese side until the new steps are taken.

The Governor asked whether I thought Mr Blaker would want to discuss the matter personally. I said I was sure he would; Mr Blaker felt strongly on the subject and had said that he would need to see strong arguments for the implementation of the
measures.
3. We agreed that, if possible, the Governor should see Mr Blaker on Monday, 14 July. (He would delay his departure from Hong Kong by one day, arriving in London on 13 July and go on up to Scotland on the evening of the 14th.) Meanwhile the Governor will discuss the matter with the Security Committee on Friday and with the Executive Council on 8 July. He will then send us a telegram.
4. After discussion with Mr Hamilton I have made a provisional date for the Governor to see Mr Blaker at 11 am on 14 July. I will inform the Governor. We will brief the Minister when we receive the Governor's telegram.
