All persons who leave, or seek to leave The People's
Republic of China without permission have been declared to be
unauthorised entrants to Hong Kong.Persons who have a right to
land in Hong Kong or have valid travel documents or have been
affected by granted permission to land by a Hong Kong immigration officer/
this
declaration. 2.
The declaration was made by the Governor-in-Council
in an order published in the Gazette today (Friday) under the
Immigration Ordinance (Chapter 115).

Under the Immigration Ordinance (Chapter 115), if a
ship enters Hong Kong with any unauthorised entrants on board,
her master, each member of the crew, the owner and his agent
and any person who has participated in making arrangements for
the voyage,
commit an offence and are liable to penalties up
to a fine of $5,000,000 and life imprisonment. The ship or other
property, including money, used to facilitate the entry of
unauthorised entrants is also liable to forfeiture.
4.
A Government spokesman said that the declaration will
enable the authorities to deal more effectively with those who
organise the illegal entry of people from China. During the first
five months of this year about 27,000 illegal immigrants from China
