I had a word with Mr Blaker yesterday afternoon about Sir M MacLehose's proposal to implement the scheme to return illegal immigrants who have "got to base".

2 Mr Blaker believes that this will be a delicate political issue here, and that we should give time for representations to take effect in Peking. I noted the imminence of the Secretary of State's visit to China at the end of September. In my view, unless there were very pressing reasons for activating the scheme in Hong Kong in the second half of August, then it will be very difficult in UK parliamentary terms to explain why a final effort was not made by the Secretary of State on his visit before the scheme was implemented. Mr Blaker took the same view.
