1. In Peking telegram No 592 of 17 September, Sir P Cradock raises reservations about Sir M MacLehosele proposal Visit Guangdong after Lord Carrington's visit to China in order to discuss the implementation of 'Operation Champion'. The Governor gives his comments in Hong Kong telegram No 1201 of 18 September

2. After discussion with you I submit a draft telegram to Hong Kong. This broadly takes the Governor's side, while acknowledging the Ambassador's points about the use of the central authorities in Peking as a channel. The main point is to make the distinction between discussion on illegal immigration and other major topics.

If we take this line, it seems only logical to agree to the Governor making early soundings about his visit. It will be no use if it cannot be set up in time, ie 20 October (see paragraph 10 of Hong Kong telegram No 1171 (not 1117).
