We believe that key lies in explanation to residents of emigrant areas
in China that, with no prospect of employment in Hong Kong and every
prospect of being intercepted, no point in making the attempt. But
this must be coupled with very rigorous interception operation.
7. Grateful if local Chinese authorities would implement rigorous
border surveillance regime at time of announcement of new policy to
avoid last minute rush. Need to maintain a close guard on the border
after implementation to lessen numbers still attempting entry.

Governor has asked to meet Governor of Guangdong on 20 October to
discuss implementation of these new measures.

There is also a problem from persons leaving China legally with
permits to visit Hong Kong usually for long periods. In fact only
3 per cent return to China. The rate is about 150 a day or 53,000 a
year. This is much too high. Hope the numbers can be brought down
quickly; arrangements can be worked out between us for genuine visits
to Hong Kong.
