As a follow up to my letter of 30 April, you will wish to know that, at this morning's meeting of the Executive Council, Members agreed that the illegal immigration problem was potentially sufficiently serious to warrant contingency planning as described briefly in my letter.
Work will therefore go ahead on preparing a detailed operational plan and on the necessary draft legislation. Members of the Executive Council will then be able to comment on the details of what is being considered. No decision will be taken on whether to implement the proposals until further discussion in Executive Council both of the full details and of the implications of a new policy.
