The Governor said that the administrative

AN
arrangements for landing legal entrants from2/
China were to be amended. The present system
of requiring entrants to renew their permission
}
to stay every three months had not proved to
be a deterrent and had caused large queues
at the Immigration Department. it was now
proposed that all such entrants should be
landed for a period of 180 days at a time
and that after one renewal, when one year
would have elapsed since arrival, they
would become eligible for an identity card.
It was hoped that the Chinese authorities
would, for their part, reduce the period.
for which they issued permits to visit
Hong Kong.

The Council endorsed the proposed
changes.
(c) Oil Reserves
In response to a question from
Mr. Bremridge, the Financial Secretary
(Acting) confirmed that a memorandum
dealing with oil reserves had been
prepared and had been put on the
agenda for the meeting of the Council
scheduled to be held on Tuesday,
20th May 1980.
