Mr Blaker has considered your submission of 14 May and Mr Murray's minute of 19 May.

Mr Blaker has commented that if we are to approach the Chinese authorities again on the general question of illegal immigration we must then allow a month or two to elapse to see whether the approach has any effect. As against this Mr Blaker notes from the Governor's letter of 30 April to Mr Murray that he may be envisaging very early action. Mr Blaker thinks that the draft telegram needs amendment to the effect that we should not wish the Governor to launch legislation before the Chinese could have had any chance of taking action following our representations.

3. I should be grateful if you would submit the papers to me again before the telegram issues.
