When we have discussed the problem of immigration with
the Chinese in the past they have frequently suggested that
visitors and illegals should be returned.
We have always
explained to them the difficulties which this poses. The
visitors are usually given permits from the Chinese for long
periods and to try and locate illegals with a view to returning
them would not only be difficult but almost certainly lead to
daily confrontations between the public and the police which
could easily develop into an explosive, internal security problem.
