the carrying of identity cards at all times (or some acceptable form of identity) to be made obligatory on those required to register for such cards (paragraph 33);

employers to be obliged not to employ, or retain in employment, persons failing to produce an acceptable identity document (paragraphs 34 and 35);

(iii) employers to keep a register of employees

(paragraph 35).

Legislation to implement the se proposals to be drafted for consideration by Members at a subsequent meeting with a view to their introduction into the Legislative Council at a time to be agreed. Special advance con- sultation with Unofficial Members would be undertaken to allow its passage through all stages at one sitting.
