When the Chinese Ambassador calls on you this afternoon, you may wish to take up the point about illegal immigration in Hong Kong telegram No 122 (attached).

I suggest that this should not be done in too recriminatory a tone. The figures are well down from the December level (daily average 490). The point to make is that they are not down enough and, despite fluctuation, do not appear to be decreasing. It would also be worth drawing attention to the continuing large numbers arriving by land and across the bays where Chinese measures should have had most effect.
