From January to August this year, the Party and government leaders of Tibet autonomous region read and dealt with over 300 letters and visits from petitioners. Qiang-ba-luo-bu, who suffered wrongs for 15 years, was previously an actor of an opera troupe. Because he had once done some business, he was accused of "profiteering" and declared a bad element. He then had to undergo education through labour. At the beginning of this year, Qiang-ba-luo-bu appealed to the Autonomous Region Party Committee for implementation of policy. After Party committee Secretary Ragde had heard of his case, he immediately instructed the discipline inspection committee to investigate it. On the basis of these investigations, Comrade Ragde convened a meeting for the discipline inspection committee, the office handling letters and visits, the public security bureau, the cultural bureau and other units concerned. They studied the case together and decided to rehabilitate him, remove the label of bad element from him and offer him a post. Qiang-ba-luo-bu was moved to tears.
Mei Duo, brought up by our Party and government since childhood, was a female cadre in the Nedong county Party committee. When Lin Biao and the gang of four ran amok, she was accused of being a "class enemy" and was criticized and attacked several times. This spring, Autonomous Region Party Committee Secretary Ren Rong personally received her, read her letter of petition and reversed the wrong verdict after the leading organs of her locality and county had discussed her case.
In Yang Hu sector of Markam county, an old worker Tian Guxiang exposed some villain's acts of violence and robbery during the great cultural revolution. As a result, the villains framed him and caused his death. He was also declared a "counter- revolutionary". This summer, Tian Guxiang's wife Yan Shuzhen appealed to the Autonomous Region Party Committee for redress of the wrong. The Party Committee attached great importance to the case and instructed the court, procuratorate, discipline inspection committee and other departments concerned to make a special-case investigation. They then listened to many reports. At last, Tian Guxiang, who died uncleared of a false charge, was rehabilitated.
The Party and government leaders of the Autonomous region have also taken care to educate the masses with the Party's policy while dealing with the masses' letters and visits. They have patiently explained to the masses when their demands were reasonable but could not be met immediately. They have also patiently educated the petitioners making unreasonable demands.

The national committee of the Chinese educational workers trade union held a national work conference from 6th to 19th December in Peking to review the union's past work and study and define the union's fundamental policy and current tasks. It was attended by leading members of the educational workers trade unions from various provinces, municipalities, autonomous regions, cities and counties, as well as trade union- ists. Fang Ming, Vice Chairman of the Chinese educational workers trade union, presided.
During the conference, Vice-Premier Fang Yi, member of the Political Bureau of the CCP Central Committee, Deng Yingchao, member of the Political Bureau of the CCP Central Committee and Vice Chairman of the NPC Standing Committee, Hu Yaobang, member of the Political Bureau of the CCP Central Committee and director of the CCP Central Committee's propaganda department, as well as leading members of the Ministry of Education, the State Scientific and Technological Commission, the Chinese Academy of Sciences, the All-China Federation of Trade Unions and the CYL Central Committee, met all delegates to the conference at the Great Hall of the People.
