The conference also pointed out: at present, those sent abroad are mainly pursuing further studies and postgraduate studies, while a certain number of under- graduates are sent abroad at the same time. In the future, gradually those sent abroad will primarily consist of postgraduate students.

The conference called for the selection of outstanding talented people who support the Party's line, ardently love the motherland, are dedicated to the revolutionary cause and full of drive, really willing to devote themselves to tackling tough problems for realizing the four modernizations, are of good ideological quality, physically healthy, have some foreign language training, a good foundation in their fields of specialization and are really promising prospects for further training. The conference called on all units to make serious efforts to do good work in this area with a high sense of responsibility to the country and the four modernizations.

The conference discussed and established the plan on sending people abroad for the next two years and discussed selection standards, methods and other questions.

Qao Yi, Vice-Minister of Education, presided over the conference, which was attended by more than 160 people representing 50 central and state departments and commissions, educational and scientific and technological departments of 20 provinces, municipalities and autonomous regions where more people are sent to study abroad, 27 key institutions of higher education and foreign language institutes which have the task of training those going abroad.

Guangdong Regulations on Illegal Emigration

In accordance with the resolution of the second session of the fifth Provincial People's Congress, the Guangdong Provincial People's Government promulgated on 8th January its regulations on handling illegal emigration. These regulations are now in force. The full text of the regulations is as follows:

Article 1 These regulations have been laid down in order to strengthen border control, effectively curb illegal emigration, uphold social order, consolidate stability and unity, and ensure the smooth progress of building the four modernizations. The regulations follow the spirit of Articles 176 and 177 of the PRC Criminal Law.

Article 2 Every citizen must uphold socialist law and discipline and voluntarily observe the regulations on border control. All people who enter or leave the country or enter the border area must have legal and valid papers. They should leave or enter by the designated routes and open ports.

Article 3 People who engage in illegal emigration activities in violation of the state decrees regarding the administration of entry into or exit from the border area are violating the law. Those who commit crimes in this respect must be punished according to law.

Article 4 People intercepted while illegally emigrating must be detained and investigated at the designated places, and dealt with according to the seriousness of the case. In general the investigation should not last longer than 15 days. It can last longer in a few cases whose circumstances are complex.

Article 5 Action must be taken to pin criminal responsibility on persons who commit any of the following activities, and punishment must be meted out according to law: (1) Those who take the lead in organizing and planning illegal emigration; (2) Those who create rumours or make use of feudal superstitions to instigate illegal emigration,
