The two IIs who were later arrested, were unable to keep up with the remainder and lost them in the darkness and rough terrain. They hid in a cave, but by noon were hungry and came out looking for food. Later that afternoon, they came across an Army camp, requested food and were arrested. The IIs said that the Vietnamese Chinese refugees in the group were planning to split up to avoid arrest and would later rendezvous at a pre-arranged place in Hong Kong (no further details).

Comment :

This is the first reported occurrence of a mixed group of IIs/Vietnamese Chinese refugees actually landing in Hong Kong. The escape was well organised, evidenced by the landing off Bate Head, a very remote part of the Territory and would appear to be a new development in "snakehead" activities. Information has been received from another source of a group of persons, headed by a female Vietnamese Chinese, who arrived from Vietnam on a sponsored flight in August 1977, which arranges the illegal emigration of persons from China, especially those who have settled there from Vietnam. This is presently being investigated.

Islands area as a collection

The use of Guanghai St. John's point is logical as many dual licensed Hong Kong fishing vessels operate in the area and have in the past towed Vietnamese refugee boats from there to Hong Kong. This new method of escape by Vietnamese refugees resettled in China, by bus to Guanghai and thence by boat to Hong Kong is likely to have come about because of the clampdown by the Chinese authorities on boat escapes from Pingsha and elsewhere in Guangdong Province and from Guangxi Zhuang Autonomous Region.

3. It is not known whether the seven Vietnamese Chinese refugees who made good their escape, will eventually surface as refugees, or as IIs (thus disqualifying themselves for overseas resettlement), or indeed

will ever surface.
