ILLEGAL IMMIGRATION FROM CHINA

JANUARY 1980

A total of 3,784 illegal immigrants (IIs) from China were arrested

in January, a daily average of 122. This may be compared with the total of

15,045 arrested in December 1979. (a daily average 485), the highest total for

any month since 1962. However, January's arrests, although well down on previous

months, are considerably higher than the total for July last year (617) i.e. after

the last Chinese crackdown on illegal emigration. The comparatively high number

of arrests in January was mainly attributable to the continued arrivals by sea from

both the Pearl River and the North East and the fact that the effects of the new

punishment policy have yet to be felt.

Recent reports have indicated that, in addition to the three or more

CCA regiments now deployed on anti-escape duties in Shenzhen Municipality, a

new-style Border Defence People's Police unit (about 500 strong), employed on travel

control at roadblocks and checkpoints, and a recently-formed Municipal Militia

unit (about 1,000 strong) are also operating there. This Militia unit may,

however, only be intended to function for three to four months to cover CCA

unit roulement at present taking place. There has also been one uncorroborated

report that a special People's Police unit, about 6,000 strong, may shortly be

deployed in Shenzhen Municipality.

During January, reports from IIs and travellers indicated that there

a tightening of travel control and border security measures by the People's

Police and BDIS in Shenzhen Municipality and, to a lesser extent, in adjacent

counties. This, together with a generally fairly high level of anti-escape

activity by the Chinese security forces, coupled with Hong Kong measures, made

escape by land more difficult. This was reflected in the number of arrests

of IIs crossing Deep and Mirs Bays (529) which, although lower than recent months,

was high for this time of the year. An exception to this trend occurred when
