The figures in this table are meant also to be the raw material from which to derive comparisons which may sometimes escape notice in the briefer monthly summaries we send by telegram. One example, of a figure which is probably more significant as a monitor of Chinese policy and its effectiveness than the broad- brush legal immigration daily average which we generally use, is the net daily average of permit-holders (i.e. excluding those on passports without onward visas, since during last year they were probably allowed to leave China in the belief that they had valid opportunities of onward travel; and giving credit for the small number of permit-holders returning after a genuine visit):

A final point: the figures for permit holders refused landing at Lowu are essentially of people found to be refugees from Vietnam or Cambodia and whom the Chinese immigration officials at Shenzhen have been willing to accept back.
