Tolerated border crossers

PA renewed an earlier request for a meeting on the border as soon

as possible to coordinate control of tolerated border crossers. We were

aware that the Chinese authorities had issued a new form of pass, possibly

in large numbers, and it would be helpful for our Police and Immigration

officers to have a list of those with passes and the areas covered. We

would then adjust our own control arrangements to take account of those

on the Chinese side. Mr. TAN undertook to press those concerned to take

part in a meeting.

Through train

PA referred to the case of a railway traveller from China who

possessed a document providing only for return to Macau. He reminded

Mr. TAN that the agreement required that travellers should carry documents

authorising return to Hong Kong. Mr. LI said this was clearly a mistake

and would make sure it did not recur.

Water supplies

PA said that the draft agreement had been sent back to the NCNA

with our comments, which did not raise any points of substance. The senior

officers in the Hong Kong Government who had been concerned with the new

arrangements would be away until after 22 May and he hoped that the agreement could be signed before then. Mr. LI agreed that this was very desirable

and said he would hasten matters: there were no difficulties over the

agreement.

New airport

Mr. LI expressed great interest in the Consultants' report on the

proposed new airport and the PA gave him a general account. He confirmed

that the matter was still to be considered by ExCo. For his part, Mr. LI

had no information on the rumoured airport in the Shenzhen area and thought

there was no substance in the rumours.
