Consultation with Hong Kong
The Governor has kept EXCO informed of progress. But the last meeting was in January. We have undertaken to give him another opportunity to let them know the position. We should telegraph after the meeting with Mr Whitelaw.
Informing the Dependent Territories in general
To pre-empt criticism, all Governors should be given the text of the White Paper in advance well before publication and authorised to inform local Minsiters/Executive Councils etc. They should also be given guidance on the section on Dependent Territories nomenclature.
