SOBR
The wording of the current draft of the White Paper (para 48) has
been amended at our request to disguise the differences between the
FCO and the Home Office in order to give us time to resolve them
(see para 4 of the notes on marriage re a further meeting with the
Home Office).
CIVIC RIGHTS (INCLUDING RIGHT TO A PASSPORT) (PARAS 14 AND 15 OF APPENDIX A)
Following publication of the White Paper, there will no doubt be a lobby for the inclusion of provisions on citizens rights in the
Nationality Bill. The Home Office will resist this. We concur.
We do not,
at this stage, know what will be the outcome of our reconsideration of the question of the possible right of appeal against
the refusal to issue a passport. It is a delicate issue, with both legal and security implications, and not one which we should wish to be pursued in the context of the proposed Nationality Bill. (We will
submit separately in due course.)
GENERAL
We have suggested several other minor amendments to the White Paper which do not appear in the current draft.
