1.
Following my earlier minute, it is relevant that Mr Raison is planning to visit Hong Kong from 15 to 22 September. He has expressed readiness to discuss the Nationality Law question and will almost certainly meet members of the Executive Council. I am sure that their attitude will be more positive if they have been given the sort of progress report we have in mind before they are told of the contents of the White Paper. In the past a feeling that they have been given insufficient notice of HMG's intentions has been the thing which has most rankled with them.
