The
provisions
.In Confidence 1. Ideas of citizenship embodied in our present legislation
which were suitable in 1948 are now out of date (WP 4). There
is virtual unanimity in the UK that there should be a distinc-
tive citizenship for the UK which would be consistent with
our Immigration laws. This would be called British Citizen-
ship. It follows that there would need to be one of more
other citizenships to accommodate those who do not become
British citizens.

2. The Government have decided not to adopt the proposal in
the 1977 Green Paper on nationality to have one other citizen-
ship called 'British Overseas Citizenship' to accommodate all
other present CUKCS - that is those CUKCS connected with
existing dependencies and those connected with former depen-
dencies. They have been impressed with the argument (made
strongly from several dependencies) that positive recognition
of the status of the remaining dependencies should be given in citizenship terms.
3. They do not think it practicable to establish individual
citizenships for each of the dependent territories; the
Government believe that a better solution would be to esta-
blish a separate citizenship for the dependencies as a whole
which might be called 'Citizenship of the British Dependent
Territories' (WP 15).
3A. Those dependencies which at present issue their own
passports would continue to do so and these passports would
continue to identify the holder with that dependency. We
shall also consider, if it is desired, adding the name of the
dependency to the citizenship title in passports and for other administrative purposes so that it might appear /in
