You might be interested in reading the enclosed article by me which appeared this morning in the South China Morning Post.

It is, of course, purely a journalistic piece and does not touch on many aspects of the White Paper. It was written principally to inform as well as to express some views on the document.

There has not been a great deal of comment on this in Hong Kong yet for the simple reason that the White Paper is not yet generally available.

My professional and political interest in this whole matter goes a good deal deeper than the treatment which was possible within the confines of a newspaper article of this sort and I have to say that there is a wide feeling of uncertainty and unhappiness about some of the implications of the White Paper. Most I have spoken to appreciate fully the thinking which underlies the major changes embodied in the document but regret some of the implications.
