1. Sir Edward Youde will wish to be aware that we now have the consolidated comments from Hong Kong on the recent White Paper
(see below) theer on British Nationality.

It is clear from paragraph 10 of Sir Jack Cater's letter that representations were made to Sir Edward during his recent visit to Hong Kong about the implications of the proposals for locally recruited Administrative Officers in the Hong Kong Government and they have asked if consideration could be given to the possibility of this small group, together with their children, being granted British citizenship if the worst comes to the worst.

There is an interesting problem which is likely to arise in respect of residents of Macau upon Portuguese accession to the European Community (paragraph 16).

HKGD should now make a study of these comments in conjunction with the Home Office and other interested depart- ments within the FCO in order that a draft reply to Sir Jack Cater may be prepared. It would be helpful if we could have some preliminary comment on the Hong Kong points in time for discussion with the Governor on his forthcoming visit here, but he will understand if we have no definitive answers on some of the more tricky aspects.
