Dear Sir Munay,
During the recent visit of Mr. Timothy Raison,
and at our meeting with Sir Hugh Cortazzi and Sir Paul Bryan on 3rd October, Members of UMELCO had the opportunity to discuss a number of issues concerning relations between the United Kingdom and Hong Kong.
The exchange of views was useful and encouraging and it was left that I should raise with Your Excellency several points which, it was suggested, might be pursued further with the Home Office and the Foreign and Common- wealth Office. These points are set out briefly below :-
Home Office

Members feel strongly that the Home Office should extend the period of validity of multiple visit entry certificates to the U.K. for Hong Kong residents and consider that multiple visit entry certificates, valid for at least four years, should be available to Hong Kong businessmen. The U.K. Government's present cautious attitude in this regard influences other Governments to discriminate against visiting Hong Kong residents. Longer term entry certificates need not affect a Hong Kong visitor's period of stay in the United Kingdom as this can still be limited upon entry by the U.K. immigration authorities.
