NEW NATIONALITY LAW: POWERS OF GOVERNORS
Mr Jones' letter of 24 September to Governors about their powers to register and naturalise persons as CBDTs under the new nationality law was circulated to departments before it issued.

2. It is clear from the replies received from the dependent territories that there is overwhelming support for the powers to be devolved to Governors without the requirement that the S of S's approval should be obtained before citizenship is granted.
the Falkland Islands and Gibraltar have suggested that the devolution of powers to individual Governors would be a useful safeguard against local political pressure. NTD see merit in this proposal which could be on the lines of the present provision in the law for High Commissioners in independent Commonwealth countries.
Subject to your views we propose to put this view to the Home Office in the attached draft. I should be grateful if you would let me have any comments you may have by close of play on 12 November.
