I personally happen to agree strongly with
Mr Spreckley. I believe that we would be mistaken in refusing to agree to treat all those British people who work in the European Community institutions in the same way as we treat Crown Servants. I also agree with Sir Edward Youde's point about UK expatriate colonial civil servants.

This process is so far down the road however that I would not ask Ministers to make this a sticking point unless they felt disposed to do so. But if they share my view I think it would be wrong not at least to register our reservations. Not the least reason is that pressure may develop in the debate in Parliament on this subject and the fact that we have drawn the attention of the Home Office to our anxieties with regard to those working in the Community Insititutions or as colonial civil servants, could have some effect on the attitude of Home Office Ministers in formulating their response to the views of Parliament.
