4. In framing their ideas for new legislation the

Government have taken careful account of representations

which they have received from dependencies.

In proposing

broadly identical provisions for the acquisition of citizen-

ship for both British Citizenship and Citizenship of the

Dependent Territories the Government have taken account of

the circumstances of dependencies, and have seen no reason

to think that the proposals they make would be inappropriate

in the circumstances of particular dependencies. However,

the Government decision to publish their views in the form

of a White Paper well before the presentation of the Bill to

Parliament gives an opportunity and a very firm basis for

any further comments which dependencies may wish to make.

We believe in the decision to have a separate citizen-

ship category for the denendencies. so making a 3-category

citizenship scheme instead of a 2-category scheme as suggested

in the Green Paper would be widely welcomed in dependencies.

We hope that it will be accepted that to have individual

citizenship for each dependency is impracticable for the

reasons given (WP ) (Gibraltar, Hong Kong, Falkland

Islands and Belize may also wish to point out that the

institution of separate citizenships for individual

dependencies could have created political problems with

neighbouring countries.)

The remaining problem therefore

has been the need to find a suitable title for the separate

citizenship for the dependencies.
