Thank you for your minute of 22 January to Mr Quantrill with a redraft of the telegram to Peking. I suggest that if there is to be an expansion we need separate telegrams to Peking and Hong Kong. I attach drafts for this purpose. I hope these cover your points. I have included the following to which we attach importance:

An assurance to Hong Kong that we will pass on to Ministers, both here and in the Home Office, the. strength of feeling against any change in the present designation.

The assurance which was agreed at Mr Murray's meeting on 21 January that Hong Kong would have a further opportunity to consult EXCO before we go to the Home Office.

c) An acknowledgement of Hong Kong's concern about

consultation on the White Paper, with an undertaking to do our best in this direction. I would like at this stage to avoid saying that legislatures will not be consulted before the White Paper as that is presumably something which we can argue with the Home Office.
