At the present time, the New Territories is divided into 8 Administrative Districts, i.e. Tsuen Wan, Sai Kung, Islands District, Sha Tin, Tai Po, North District, Yuen Long and Tuen Mun, each with its own District Office to manage its own affairs.
These eight Administrative Districts administer 27 Heungs, i.e. Tsuen Wan, Ma Wan, Tsing Yi, Sai Kung, Hang Hau, Cheung Chau, Ping Chau, Tai 0, Tung Chung, Mui Wo, Lantau South, Nam Ah South, Nam Ah North, Sha Tin, Tai Po, Sai Kung North, Fan Ling, Sheung Shui, Ta Kwu Ling, Sha Tau Kok, Ping Shan, Ha Tsuen, Shap Pat Heung, Pat Heung, Kam Tin, San Tin and Tuen Mun. These 27 Heungs comprise 651 villages which produce nine hundred odd Village Representatives attached to the 27 Heung (Rural) Committees. At present, the New Territories has a population in excess of one million and a half.

The Chairmen, Vice-Chairmen, of Rural Committees elected from Village Representatives, (the Village Representatives are elected from families of respective villages); The Unofficial Justices of Peace of New Territories confirmed by the Chief Secretary of Hong Kong Government; and 21 Special Councillors elected from the social elite of 3 Electoral Districts of the New Territories, i.e. Southern District (including Tsuen Wan, Ma Wan, Tsing Yi, Sai Kung, Hang Hau, Cheung Chau,
Ping Chau, Tai 0, Tung Chung, Mui Wo, Lantau South, Nam Ah South and Nam Ah North,
totaling 13 Heungs), Tai Po District
