A STATEMENT OF THE UNJUST POLICY IMPOSED ON THE NEW TERRITORIES

BY THE HONG KONG GOVERNMENT

When The Anglo-Hong Kong Group of the Parliament visited Hong Kong in October, 1979, Mr. Ian Wriggleworth, M. P. and Mr. Christopher Patten, Esq., M. P. showed interest in the affairs of the New Territories of Hong Kong and invited .us to talk about the unjust policy imposed thereon by the Hong Kong Government. At the meeting, the following points were brought forward.

THE HEUNG YEE KUK, NEW TERRITORIES

The New Territories is a leased land held

by Great Britain basing on the LEASE OF NEW TERRITORIES

signed in Peking between the Chinese and the British Government in 1898. It covers a period of 99 years from 1st July, 1898 to 30th June, 1997.

The New Territories was originally a part of the Sun On District (now Po On District) of the Kwangtung Province, with an area of 366 square miles making up 91% of the total area of Hong Kong. According to the Lease, the New Territories included the area of North Kowloon from the north of Boundary Street to the south of Lion Rock. Based on the division of administrative districts introduced in 1937 by the Government, New Kowloon is excluded from the New Territories Administration.

Traditionally, the Heung Yee Kuk, New

Territories, has been serving the inhabitants of the New Territories including New Kowloon as one of its represented areas. Since the Heung Yee Kuk Ordinance, Chapter 1097 of the Laws of Hong Kong was enacted
