While we
understand the thought behind it, it is so obviously
contrived and liable to be confused with CUKC that
Ministers would find it hard to defend. It seems to
us more likely that comment and criticism about it
would be likely to increase rather than decrease
suspicion that it was a facade to hide real change.
It would run counter to the almost unanimous wish of
all Governors to avoid the word " Colony" or
"Colonies" in the title. We do not see much
prospect for this title.
