NEW NATIONALITY LEGISLATION: " COLONIAL CITIZENSHIP"
PROBLEM
1.
Some difficulty is being experienced in finding a
citizenship structure and titles which satisfies the wish of
political parties in the UK to have a distinctive citizen-
ship for UK belangers (which would then be the basis of UK
immigration laws) and the natural desire of dependencies for
the citizenship and title for their belongers which is

satisfactor and demonstrably recognises their links with
the UK. Hong
which has the greatest number of
colonial belongers, is particularly concerned that a
solution which is not satisfactory to them could undermine
commercial and political confidence in the territory.
Feeling on the subject among unofficial members of EXCO and
LEGCO is strong. The Governor has asked that, before we
pursue with the Home Office a citizenship scheme and titles
which seem acceptable though not welcomed - by the other
dependencies, Lord Carrington should be consulted about
Hong Kong's preferences,
