We were interested to see your minute of 26 February
1980 to HKGD.

Although the Hong Kong Government has yet to reach final conclusions about the impact of the new nationality legislation on the local Immigration Ordinance, the preliminary view of the Immigration Department coincides with your own. We shall be recommending changes which would bestow "the right of abode" on all who have Hong Kong attached to their citizenship status, including the categories underlined in para 4 of your minute. We foresee no difficulty in accepting those persons descended from citizens by registration mentioned in your para 5. We have already commented that we foresee no difficulty in agreeing to the transmission of citizenship by the female line.
