And time of coming into force of the new legislation should acquire new citizenship; no one would be left without a citizenship. The controversial issue, referred to a good deal in correspondence on the Green Paper, is whether the boundaries of British Citizenship should be drawn more widely than was contemplated therein, particularly in the transitional arrangements suggested.

In 1962 the Government found it necessary to control the entry of some Citizens of the United Kingdom and Colonies who had little or no connection with the United Kingdom; and in 1968 more of them were made subject to control. It is unrealistic to suggest that all those Citizens of the United Kingdom and Colonies should now become British Citizens with the right of abode here. Many of the CUKCs whose entry is now controlled have a right of entry to a dependency, and many of those who do not have a right of entry to the United Kingdom or a dependency are well established in their countries of residence and hold the nationality of those countries.
19. The Government, in recognition of their commitment to the United Kingdom passport holders from East Africa, have undertaken to continue the special voucher scheme. By the time the new nationality legislation is brought into operation many of those now waiting will have come to this country and will be eligible to become British Citizens under the arrangements proposed in paragraph 347 below.
20. The Government do not propose to extend British Citizenship to the United Kingdom passport holders overseas because that would mean conferring the right of entry to this country on nearly 1,200,000 people, 200,000 of them Citizens of the United Kingdom and Colonies with no other citizenship, and 1 million holding another nationality as well. Most of the 1,200,000 people are concentrated in India, Malaysia and Singapore. Our immigration commitment if they were given British Citizenship would not be limited even to this enormous number; there would be an unknown number of children and other dependants entitled to entry with them under the Immigration Rules.
