PART I
PRELIMINARY
1. (1) This Ordinance may be cited as the Waste Disposal Ordin- Short title and ance 1980.
(2) This Ordinance shall come into operation on a day to be appointed by the Governor by notice in the Gazette, and notices under this section may appoint different dates for different provisions of this Ordinance.
2. (1) In this Ordinance, unless the context otherwise requires—
"animal waste" means the manure of any animal and also means any part of any dead animal not fit for, or not intended for, human con- sumption;
"collection authority" means-
(a) in respect of the urban areas, the Urban Council;
(b) in respect of the New Territories (excluding New Kowloon), the Director of Urban Services and the Director of Agriculture and Fisheries;
"household waste" means waste produced by a household, and of a kind
that is ordinarily produced by a dwelling when occupied as such;
"street waste" means dust, dirt, rubbish, mud, road scapings or filth, but
does not include human excretal matter;
"trade waste" means waste from any trade, manufacture or business, or any waste building or civil engineering materials, but does not include animal waste;
"waste" means any substance or article which is abandoned;
"waste collection licence" means a licence under section 10;
