New section 104C confers on the Authority the power to remove unlawful or unsightly bills and posters and makes provision for recovering the cost of removal. New section 104D extends the classes of persons who will be criminally liable under the Ordinance or liable for the cost of removal. This section is based broadly on section 109(3) of the Town and Country Planning Act 1971 and regulation 2(2) of the Regulations referred to in paragraph 3.

New section 104E defines various bodies and Government departments as Authorities for the purposes of the Ordinance. The Authorities so designated are those that have the control and manage- ment of public buildings and land.

Before the Governor assented to the Bill in the name and on behalf of Her Majesty, the Attorney General advised that he could properly do so.
