Pleasure Grounds (New Territories) Regulations 1980

The current scale of fees for the hire of tennis courts have not been revised since 1977 and in view of increased management and maintenance costs a review is necessary. It is proposed to raise the fee by a flat 50% for the cheap rate, normal and floodlight rate periods and will bring the charges in line with those of the urban area. Tennis is a more of an adult oriented sport and while there may be a fall off in demand for floodlight periods initially if the charges are raised, it is considered that it will not be prolonged.
Public Relations Aspects

Any increases in charges are unlikely to be well received by the public, especially as they are to be introduced in the summer months. However, they are likely to be accepted as inevitable.
Publicity

A press release on the increase will be issued explaining the necessity to meet higher management and maintenance costs and to maintain a satisfactory service to the general public. It should also stress that this is the first revision since 1976-77.
Advice Sought

Members will be asked to advise :-
(a) under section 42 of the Public Health and Urban
Services Ordinance (Chapter 132), whether the Public Swimming Pools (New Territories) (Amendment) Regulations 1980, as at Annex A, should be made;
(b) under section 109 of the Public Health and Urban
Services Ordinance (Chapter 132), whether the Pleasure Grounds (New Territories) (Amendment) Regulations 1980, as at Annex B, should be made.
(The Director of New Territories Services (MR H. GREWAL) will attend before the Council for the discussion of this item.)
