Introduction
Annexed for the consideration of Members are the:
Public Swimming Pools (New Territories)(Amendment) Regulations 1980, which seek to increase the scale of charges for admission fees to pools (regulation 10(1)(a) and (b)), and use of public address systems (regulation 11) (Annex A); and
Pleasure Grounds (New Territories) (Amendment) Regulations 1980, which seek to increase the charges for hire of tennis courts (Annex B).

The proposal is to amend the regulations to permit an increase in charges which have not been changed since 1976 to reflect the general rise in wages, materials, fuel & maintenance costs since that time. These increases, as proposed, will also bring the charges in line with those of the urban area. It should be noted that in the case of admission and hire charges for swimming pools in the urban area, the present charges only meet about 25% of the recurrent expenditure. The new urban rates are expected to cover 35% of recurrent expenditure. So far as the New Territories is concerned costs are similar to those in the urban areas as pool designs and the staffing are similar. However numbers using the New Territories pools are not yet as high as in the urban areas & so revenue is less & the subsidy higher. The additional revenue is required to assist towards meeting increased costs and the expectation by the public of a good standard of service and more substantial increases are not recommended immediately as most of the users are school children. It is considered that the increase in charges will not unduly affect attendances.
