HAWKER (NEW TERRITORIES) (AMENDMENT)
REGULATIONS 1977
The Hawker (New Territorics) (Amendment) Regulations 1977 are attached at Annex A for the consideration of Honourable Members.
Introduction

The purpose of those regulations is to bring the principal regulations into line with the Hawker By-Laws 1972 by:

simplifying the existing table of hawker licence fees; and
introducing a scale of fees for the allocation of fixed pitches and stalls.
It is current policy within the Urban Services Department to bring procedures in the New Territories into line with those employed in the urban areas, wherever possible, for the sake of uniformity of administration and in order to ensure common standards, This policy is particularly important when viewed against current urban development in the New Territories which is progressively reducing the difference in lifestyle between the urban areas and the New Territories which has existed heretofore.

This amending legislation will involve an increase in fees, but Honourable Members may wish to note that, the scale of hawker licence fees in the Hawker (New Territories) Regulations 1963 has remained unchanged since enactment in July 1963,
Proposed New Scale of Fees

The proposed new scale of fees will be found in the Third Schedule, contained in regulation 13 of the draft at Annex A, and involves amendments to regulations 7, 10, 12 and 15 of the existing regulations.
