There will inevitably be opposition from hawkers and their associations in the New Territories to the proposed increases in licence and pitch fees. Concern may also be expressed by the local New Territories populace at the likely effect of the revision on already rising food and other prices. However, the criticism is unlikely to be supported by the public as a whole or by the news media who will accept that there is no longer any reason for the New Territories to be treated differently from the urban areas in such matters as licensing.

The announcement of the introduction of the proposed increases as a self-contained exercise will, however, still need to be carefully worded and timed. Suitable publicity will be arranged in consultation with the Director of Information Services. It is therefore recommended that the new fees should take effect from 1st July 1980.
Advice Sought
10.
Members will be asked to advise :-
(a) under section 83A of the Public Health and Urban
Services Ordinance (Cap. 132), whether the Hawker (New Territories) (Amendment) Regulations, 1980 at Annex A should be made; and
(b) whether the new fees in Column IV of Annex C
should be reviewed in two years' time.
(The Director of New Territones Services (MR H S GREWAL) and Senior Crown Counsel (MR JD SCOTT) will attend before the Council for the discussion of this item.)
