Dear Father Winkel,
H.P. Zinnecker the Director of Caritas Osaka has been in touch with our organisation for quite a longtime. Caritas Japan has for some years been responsible for the refugees from Indo-China. The majority of these refugees emigrate to the U.S.A. and are taken care of there by our affiliated organisation. Nevertheless there are some amongst these refugees who do not qualify for the refugee programme in the U.S.A. these cases we try to arrange entry into other countries. We have succeeded in conjunction with the church and its institutions to develop programmes in several other countries, which have created new home-lands for Indo-China refugees.

In Paraguay, a resettlement programme for 50 Indo-China refugees has been brought to tion by the intervention of H.P. Zinnecker and financing by Caritas Japan. This has been totally successful. At present 600 hectares of land in S. Rafael Paraquay in the region of the Steyler Mission has been put at the disposal of Indo-China refugees. The fertile land can support at least 30 families. Amongst the mane refugees in the first land of refuge in Asia, there are numerous ones who crave for a similar solution and out affiliated organisations in these lands could be useful in the choice of suitable candidates. The question is now to receive permission for the immigration of these refugees into Paraguay.
