I enclose a copy of correspondence including a letter from Father Carlos Isturiz, Frovincial Superior of the Congregation of the Divine Word at Encarnacion. He suggested that the Congregation as owner of some 6,000 hectares might make land available for refugee families. There is moreover a possibility that Caritas International could perhaps help with land payments.

A priest with Caritas in Japan, who recently visited Dr Stumpf in Hong Kong, was very enthusiastic about the possibilities of this proposal. He believed that a personal approach from Dr Stumpf and the local church. in Paraguay to the Government could bear fruit.

Dr Stumpf was involved in the resettlement of White Russians in the early 50's in South America. He believes that something similar could be done now for the Vietnamese refugees. We recognise that this is very much along shot, but we would be grateful for your advice as to whether you think it may be at all worth trying to take it any further. If it does merit a trip by Dr Stumpf, obviously we would want to tie this in as far as possible with a visit to several other South American countries that may offer albeit limited resettlement prospects.
