I am writing at Mr Angel's beheat, with a revision of the paragraph on statistics, as contained in Mr MoDowall's brief on 'Refugee Protection'.

My August 1980, the United Kingdom had received 10,715 Vietnamese refugees for resettlement, principally from Hong Kong. All had been recognised as refugees under the 1951 Convention. In the year 1.1.1979 to 31.12.1979 there had been 1550 gurpless applications and by 14.1.1980 875 of these had baen decided (and 56 withdrawn), 589 being recognised as Convention Refugees, 119 granted asylum without refugee status and 167 refused. This left 619 applications still to be resolved in 1980.

Between 1.1.1980 and 30.6.1980 a further 1616 sur place applications were received, which together with the group left over from 1979 produced 2291 applications pending decision of which, by 30.6.1980, (less 65 withdrawn) 816 had been decided, 534 being recognised as Convention Refugees, 90 granted asylum without refugee status and 192 refused. This left 1328 applications still to be resolved at 1.7.1980.

A Home Office Selection Team had visited Malaysia and Thailand (once each) and Hong Kong (five times) between the July 1979 Geneva Conference and the present."
