The 'formal approach' mentioned in the final sentence may take the form of a letter from the US Ambassador, but Mr Rosenblatt suggested, half in earnest, that it could come from the President to the Prime Minister: he left us in no doubt of the Administration's difficulties with Congress on this issue. Nevertheless, the Home Office are still showing extreme reluctance to contemplate any fresh quota, largely on practical grounds (ie the shortage of housing). We may need to write to them at senior official or possibly ministerial level about this quite soon.
