You suggested that we might take action with at any rate some Embassies in London. I suggest we wait until we see the result of this first round. The Americans are quite the most important target of this exercise and it would be best to see how the approach to the new Presidential Refugee Coordinator goes before considering further action here. So far as other backsliders are concerned, I do not think the Scandinavians are sufficiently important to warrant special treatment here. Indeed a double lobbying exercise in capitals and in London might be taken as overegging it and could be counterproductive.
